Corrects a description that circulates widely and misdirects troubleshooting. Credit bureaux are routinely named as the operators of phone identity verification; they are not. The designated agencies for the mobile route are the three network operators, and a credit bureau appears in this space as an i-PIN verification agency or as an intermediary a service happens to use. It matters practically: when verification fails, the record to fix is the one the network operator holds, not a credit file.
