Decides at the counter which refund route you are on. A purchase at or above this cannot be handled by deducting the tax on the spot, so it falls back to the ordinary process with a refund slip and a customs step at the airport — which is a different set of things to keep hold of, and a surprise if you assumed the till had settled it.
