Departure guarantee insurance: employer accrual rate
Two errors ride on this figure. It is widely assumed to cover every foreign worker, when it is an Employment Permit System instrument; and it is treated as discharging statutory severance in full, when it accrues on ordinary wage while severance is computed on average wage — so the insurance can pay out less than the statutory entitlement, and the employer owes the difference.
- Applies to
- Employers of Employment Permit System workers (E-9, H-2) — not foreign employees generally
- Review cadence
- Checked once a year
What we have recorded
- 2026-09-188.3%
Accrued monthly by the employer at 8.3% of the worker's monthly ordinary wage. A payout event can arise where the worker has been employed a year or more and departs, or on certain changes of status. Because the base is ordinary wage rather than average wage, matching it against the statutory severance calculation is a separate step, not an assumption.

One reading so far. This becomes a history the first time the figure moves while we are watching — which is the part that cannot be reconstructed later.
